Does penalties in this context means anything that adds to the difficulty? For example, +3 per Used marker is clearly a penalty. But what about difficulties that rise up to get a better or more complex result? For example, if you decide to do a double Helm maneuver (turn two hexes, or decelerate by 2), is that +3 a penalty, or part of the normal cost of a maneuver? — Juanma Barranquero 2017/07/16 11:55
