Maximum power level is important but not a game breaker. If you missed that rule you might incorrectly think all ships could go to the max printed on the card. The game would still play but it would be a little wonky. When making a 300 page book, I agonized about when to repeat a rule because if I repeated everything, it would be a 600 page book. Having said, that, this isn't one of the things I agonized over, I just overlooked it. Sorry about that. It probably deserves repeating in the Engine section where it talks about putting power into systems. (Source)
